MANILA, Philippines — National Grid Corporation of the Philippines (NGCP) has placed the Luzon grid under yellow alert for several hours on Monday, as 16 power plants are unavailable.
The grid operator explained, “a yellow alert is issued when the operating margin is insufficient to meet the transmission grid’s contingency requirement.”

In its latest advisory, the NGCP said it had raised the yellow alert in Luzon from 2 p.m. to 4 p.m. and 7 p.m. to 10 p.m.
Below are the factors that contributed to the raising of the yellow alert:
- Deration of Masinloc 1 (from 344 to 180 megawatts), Masinloc 2 (from 344 to 320 megawatts), Calaca 2 (from 300 to 220 megawatts, and Ilijan from (600 to 500 megawatts)
- Unavailability of Angat Main (200 megawatts) due to low water elevation
- Forced outage of the following plants: Quezon Power Philippines Ltd. Co. (460 megawatts), Pagbilao 2 (382 megawatts), and Sual 1 (647 megawatts)
According to the grid operator, 2,692.8 megawatts are unavailable in the region. It added, “two plants have been on forced outage since 2023, two between January and March 2024, 12 power plants between April and May 2024; while six are running on derated capacities.”
Meanwhile, NGCP said Visayas and Mindanao grids “are under normal condition.”
