GSIS, Dragonpay partner to expand digital payment options
MANILA, Philippines — The Government Service Insurance System (GSIS) and payment solutions provider Dragonpay signed an agreement to expand digital payment channels for members and pensioners.
“What we have just signed is proof of GSIS’ commitment to provide ease of doing business for our members and pensioners,” said GSIS president and general manager Wick Veloso.
With the agreement, Dragonpay joined the growing roster of GSIS payment partners. Others include Bayad Center, M Lhuillier, Maya, UnionBank of the Philippines and Land Bank of the Philippines.
This partnership empowers members and pensioners to settle transactions “securely and conveniently, whether online or on-site,” the pension fund said.

Dragonpay will provide electronic payment channels for the collection of GSIS loan repayments. Members may access these through the GSIS Touch app and designated booths.
“This marks a shared commitment between GSIS and Dragonpay to make government transactions more accessible, more convenient and more responsive to the evolving needs of every Filipino,” said Dragonpay founder and CEO Robertson Chiang.

As part of the deal, GSIS and Dragonpay will integrate their systems – establish technical specifications, conduct reporting protocols and regular testing – to ensure accountability.
Dragonpay is required to submit daily reports and proof of transactions, which GSIS will verify against settlement records.
Both parties vowed to fully comply with the Data Privacy Act of 2012, and relevant regulations of the Bangko Sentral ng Pilipinas and the Commission on Audit.
They committed to enforce “robust” security protocols to protect the confidentiality and integrity of all personal and financial data.
Any convenience fees applicable to payments will be shouldered by the payors, based strictly on agreed terms. All charges will be clearly disclosed at the point of transaction. /dda
