MANILA, Philippines—  The rotational brownouts and higher electricity bills prompted  Senator  Risa Hontiveros on Tuesday to demand a “better explanation” from the Department of Energy (DOE).

“Nakakainit ng ulo (It’s frustrating),” Hontiveros  said  in a statement.
