Bidders for P15-B Naia expressway sought

MANILA, Philippines—The Department of Public Works and Highways (DPWH) has formally invited investors to prequalify for the bidding of the Ninoy Aquino International Airport (Naia) Expressway project.

The invitation to pre-qualify to bid to finance, design, construct, operate and maintain the P15.86 billion public private partnership (PPP) project was published yesterday.

The proposed Naia Expressway project includes the maintenance and improvement of the existing Naia Expressway Phase I road; the construction of the Phase 2; the construction of at-grade feeder roads connecting to the Philippine Amusement and Gaming Corp. Entertainment City; the operation and maintenance of the completed Phase 1 and Phase 2 as a toll road; and the maintenance of the at-grade feeder road as a free road.

The Phase 2 of the Naia expressway involves the construction of a 4.83-kilometer road from the Naia Expressway Phase 1 near Naia Terminal 3 to Roxas Boulevard and Diosdado Macapagal Boulevard, over the existing roads of Sales Roads, Andrews Avenue, Domestic Airport Road and Naia Road.

Meanwhile, the at-grade portion consists of the construction of 2.22-km, six to eight lane at-grade roads and a 300-meter, two lane service road within the Entertainment City as well as a four-lane access road connecting New Seaside Drive to Macapagal Boulevard.

The total length of the Naia Expressway is 9.37 kilometers comprised of the 7.15 kilometer elevated portion of Phase 1 and Phase 2 and its ramps, and the 2.22 kilometers at-grade portion, according to the PPP Center.
