DBM OKs over 26K DSWD posts
MANILA, Philippines — The Department of Budget and Management (DBM) has approved more than 26,000 positions in the Department of Social Welfare and Development (DSWD), including about 5,703 posts to strengthen operations of the Pantawid Pamilyang Pilipino Program (4Ps).
The latest staffing action covers 5,711 regular positions in DSWD, of which 5,703 are for the institutionalization and expansion of the 4Ps workforce nationwide.

Of the 5,703 positions, 5,542 regular posts will fill the 4Ps divisions across DSWD’s 17 regional offices, while 85 will support financial, administrative, logistics, information and communications technology, and general support functions.
The staffing also includes 63 regular positions and one contractual position in the 4Ps Bureau at the DSWD Central Office.
Another 12 positions will support the agency’s Human Resource Management and Development Service, Financial Management Service, and Social Marketing Service.
The remaining non-4Ps eight posts will cover key executive and support positions, including five for the Office of the Assistant Secretary for the Crisis and Transition Assistance Team and its internal support staff, and three for Director IV and Director III.
“Social protection is not just about the funds the government provides. We also need an adequate, stable, and professional workforce that directly serves our fellow Filipinos,” DBM Acting Secretary Kim Robert De Leon said.
“Behind every government program are people doing the actual work—assisting families, monitoring beneficiaries, resolving concerns, and making sure services reach communities. Strengthening DSWD’s workforce means strengthening the government’s capacity to deliver help where and when it is needed,” he added.

Meanwhile, DBM records also showed that 20,686 contractual positions were created for qualified workers under the 4Ps from 2014 to 2025.
Another 314 qualified contract of service and job order workers were previously converted into contractual positions.
Other contractual positions supporting key DSWD programs include 75 for the Supplementary Feeding Program, 160 for the Kapit-Bisig Laban sa Kahirapan-Comprehensive and Integrated Delivery of Social Services (KALAHI-CIDSS), 70 for the Pag-Abot Program and 43 for the Enhanced Partnership Against Hunger and Poverty Program.
These bring the total number of contractual positions created or converted to 21,348. INQ
