Refreshed BGC master plan out by December
MANILA, Philippines — One of the country’s most upscale business districts, Bonifacio Global City (BGC) in Taguig, is in for a major overhaul, as the state-run Bases Conversion and Development Authority (BCDA) targets completing its updated master plan before year-end.
BCDA president and CEO Joshua Bingcang said SyCip Gorres Velayo & Co. is conducting the study for the new master plan, which it targets to complete by December.

The BCDA, in partnership with Ayala Land and the Campos group, is developing BGC, the 240-hectare district that was once part of the former military installation Fort Bonifacio, paving the way for major changes.
When asked about the major changes BGC is considering for its current setup, Bingcang highlighted that the focus will be on mobility and open spaces to tackle congestion.
Since its development into a business district, BGC has evolved into one of Metro Manila’s major commercial hubs, home to high-end retail establishments, office towers and residential developments.
According to a Colliers study in March, BGC is currently experiencing tight office space availability, with its vacancy rate at only 10.5 percent, well below the industry vacancy rate of 19.4 percent. At the end of 2025, the district recorded 232,000 square meters of office transactions, nearly double its annual volume in the previous year.
When it announced the BGC master plan overhaul in January, the BCDA said the study would also examine ways to better connect the district to existing and planned transport systems.
The review will also assess the BCDA’s gross floor area entitlements, allowing for strategic reallocation to optimize land use across the district.
New John Hay master plan done
Another BCDA-managed estate, Camp John Hay in Baguio City, has also completed an update of its master plan, Bingcang said.
The team initiated the revision in January 2025 to elevate the camp’s status as a premier ecotourism destination and ensure that all sectors experience the economic benefits.
As part of the redevelopment, Bingcang said the BCDA plans to bid out by October the long-term operation and maintenance of John Hay Golf.
In a previous interview with the Inquirer, he said the agency was looking at a 25-year contract for the 18-hole golf course, one of the properties it regained control of in 2025.

After bidding, golf course management will shift from the current consortium of Golfplus Management Inc. and DuckWorld Philippines, whose contract is extended only through 2026.
