SEC launches digital reference for regulations
MANILA, Philippines – The Securities and Exchange Commission (SEC) has launched a consolidated digital reference for the country’s securities regulations. It wants to make compliance rules easier to access and navigate for investors and market participants.
In a disclosure, the corporate regulator said it published the “Annotated Consolidated Reference of the 2015 Implementing Rules and Regulations (IRR)” of Republic Act No. 8799, or the Securities Regulation Code (SRC), on May 8.
The SEC said the digital document consolidates regulatory updates issued from 2000 to 2026 into a centralized and publicly accessible reference available on its website.
The SRC, enacted in 2000, gives the SEC the authority to regulate and promote the capital market, protect investors from fraudulent and manipulative practices and ensure transparency in securities disclosures.
According to the SEC, more than 60 memorandum circulars and other issuances have been released since the rollout of the 2015 SRC IRR to respond to changing market conditions and align local regulations with international best practices.

These updates resulted in various amendments and clarifications to the existing regulatory framework, prompting the need for a more centralized and digital-ready reference, SEC chair Francis Lim said.
“The continuing evolution of the capital market requires regulations that are not only responsive and robust, but also accessible and easy to navigate. While the 2015 SRC IRR has been progressively enhanced over time, we acknowledge that the current volume of updates necessitates a centralized, digital-ready reference,” Lim said.
He added that the annotated reference aims to provide stakeholders “with a complete and historically accurate resource that promotes regulatory clarity and ease of compliance.”
The consolidated reference consists of two documents: the Annotated 2015 SRC IRR and the Reference Index. INQ
