BCDA seeks JV partner for P2.5-B IT project

MANILA, Philippines — The Bases Conversion and Development Authority (BCDA) is looking for a joint venture partner who can execute the commercialization and expansion of the information and communications technology (ICT) infrastructure in New Clark City.

In a statement, the BCDA said the IT project was critical to future-proofing the 9,450-hectare city, which is being developed with assistance from the Asian Development Bank (ADB).

“More than providing fast and affordable internet connection to residents and businesses, this project will become pivotal in the smart urban development of New Clark City,” BCDA president and chief executive officer Joshua Bingcang said in a statement on Thursday.

The joint venture (JV) partner will handle not only the commercialization but also the possible repair, expansion and maintenance of the city’s ICT infrastructure.

The BCDA said it expects to select the partner by the end of the year, with the JV agreement expected to be signed by the fourth quarter of 2025.

The P2.5-billion project is set to adopt an open-access fiber model, an infrastructure-sharing approach that allows multiple data transmission providers to operate on a single physical fiber network.

This setup is intended to encourage competition and reduce costs in the ICT market.

Pre-bid conference

A prequalification conference is scheduled for June 4, 2025, at 2 p.m. at the ADB headquarters in Mandaluyong.

Interested parties have until noon on Sept. 4, 2025, to submit their bids at the BCDA Corporate Office in Taguig City.

The commercialization contract was first offered for auction in 2023 but was declared a failed bidding before any offers were made, according to the BCDA.

The government-owned and controlled corporation said the project was later evaluated to fall under the scope of the Public-Private Partnership (PPP) Code.
