BCDA, South Korean firms eye New Clark City complex

MANILA, Philippines – The Bases Conversion and Development Authority (BCDA) is partnering with a consortium of South Korean and local firms to build a 6.1-hectare affordable housing complex inside New Clark City in Tarlac, estimated to cost P4.8 billion.
The consortium includes Saekyung Realty Corp., Korea Overseas Infrastructure and Urban Development Corp. (KIND), and Sta. Clara International Corp. (SCIC).
“Beyond addressing housing needs, this project, if realized, will generate jobs, attract investment, and drive economic growth in Central Luzon,” BCDA President and Chief Executive Officer Joshua Bingcang said in a statement.
The BCDA said the planned housing complex within the 9,450-ha metropolis inside the Clark Freeport and Special Economic Zone would have 12 high-density residential buildings, with a total of 3,320 units.

Of these units, the BCDA said 2,600 in nine of the buildings would be up for sale in the open market.
The remaining 720 units in three of the buildings, meanwhile, will be part of the Pambansang Pabahay Para sa Pilipino (4PH) Program, the government’s national housing program.
The BCDA entered into a memorandum of understanding in 2023 with the Department of Human Settlements and Urban Development (DHSUD), the government’s implementing agency for the 4PH Program.

Aside from residential units, the BCDA said the housing complex would also include modern infrastructure and essential amenities, such as green spaces and parks for recreation and wellness, road networks, and stormwater drainage systems.
The BCDA said the planned housing complex aligns with the United Nations Sustainable Development Goals, which include establishing cities and human settlements that are “inclusive, safe, resilient and sustainable.”
