Veteran lawyer appointed as Bangko Sentral deputy governor

Longtime central bank lawyer Elmore Capule has been named as the new deputy governor for the corporate services sector of the Bangko Sentral ng Pilipinas (BSP).

Capule took his oath of office on Thursday, replacing Eduardo Bobier, who had decided to retire.

As a deputy governor, Capule will be responsible for ensuring the prudent and effective management of the BSP’s resources in support of its core functions.

Capule was promoted just five years after previously being designated as senior assistant governor in 2019. He was initially appointed as head of the Office of the General Counsel and Legal Services in 2013 and later became assistant governor in 2016.

He placed third in the 1987 bar examinations and joined the BSP in 1994.

Capule was credited for his role in the passage of important pieces of legislation such as The New Central Bank Act, the National Payment Systems Act, the law strengthening the country’s gross international reserves and the Islamic banking law.

He also pushed for the enactment of the Financial Institutions Strategic Transfer Act, the Financial Products and Services Consumer Protection Act, and the Anti-Financial Account Scamming Act.

Capule graduated with second honors from the Ateneo de Manila School of Law and earned his Bachelor of Science in Agricultural Business degree from the University of the Philippines Los Baňos.

He teaches banking laws at the Ateneo School of Law and used to be a professor at the Far Eastern University Institute of Law. —Ian Nicolas P. Cigaral
