MANILA, Philippines — After more than a decade, lawyer Hubert Dominic Guevara is returning to the Securities and Exchange Commission (SEC) as one of four commissioners at the helm of the corporate watchdog.
The SEC welcomed the return of Guevara, whose last post at the SEC was director of compliance and enforcement department, which is now known as the enforcement and investor protection department.
He replaces Commissioner Kelvin Lester Lee, who oversaw the markets and securities regulation department.

“We are excited to welcome [Guevara] back to the Commission,” SEC Chair Emilio Aquino said in a statement.
“We look forward to the expertise and insights that [Guevara] brings from his decades of experience in the executive branch and in the private practice of law, as the SEC progressively implements innovations and reforms to continuously improve ease of doing business, promote capital market development and strengthen financial consumer protection,” Aquino added.
Before his appointment, Guevara served as senior deputy executive secretary under the Office of the President.
According to a report by the Philippine Center of Investigative Journalism, Guevara was a campaign donor of President Marcos.
Guevara also previously served as managing partner of the Joaquin Guevara Adarlo & Caoile Law Offices. He also taught in private learning institutions, according to the SEC.
He earned his law degree from the Ateneo de Manila University, where he also took up his bachelor’s degree in legal management. INQ
