BCDA extends deadline for P2.53-B New Clark City project

MANILA, Philippines  —The Bases Conversion and Development Authority (BCDA) extended by two months to mid-February the deadline for the submission of bids for New Clark City’s information and communications technology (ICT) infrastructure, as the agency aims to attract more proposals for the project.

The BCDA said it adjusted the deadline to submit the eligibility requirements until Feb. 16, highlighting the importance of the project in attracting more businesses in the 9,450-hectare metropolis within the Clark Freeport and Special Economic Zone.

“We recognize this as a massive undertaking, and we hope that the private sector can provide us with their expertise and capabilities in this field,” BCDA President and Chief Executive Officer (PCEO) Joshua Bingcang said in a statement.

The BCDA began seeking a joint partner for the infrastructure project back in October 2023, opening the bidding procedure for the P2.53-billion infrastructure project.

The government agency is looking for an enterprise that can handle the commercialization as well as the expansion, repair, and maintenance of the planned ICT infrastructure in New Clark City.

The BCDA said it will award the project through competitive public bidding in accordance with the joint venture guidelines and other relevant government laws.

In the first stage, the BCDA said bidders will undergo a pre-qualification process based on their legal, technical, and financial capability requirements. The second stage involves the submission and evaluation of technical and financial bids from the shortlisted bidders.

Interested parties can participate in the bidding process by submitting a letter of intent prior to purchasing the Instructions to Private Sector Participants (IPSP) Volume 1- Forms and Annexes for a non-refundable fee of P250,000.

The other required documents, the IPSP Volume 1- Eligibility Documents, are available for free and downloadable from the BCDA website.

The BCDA is positioning the New Clark City as the future of smart and sustainable cities, positioning it as a viable alternative to Metro Manila for enterprises looking to establish operations.

Once fully developed, the BCDA said that the New Clark City will be home to one million residents and will be employing about 200,000 workers.
