Batangas at 442: Pioneering progress for all
Batangas is primed for a future marked by progress that is felt by all, innovations that improve the quality of life of its residents, and an unwavering belief in a better tomorrow. Anchored on the province’s rich history and dynamic present, the local government of Batangas passionately strives to do things “better, more, sooner.”
As the mega-province commemorates its 442nd founding anniversary, Batangas continues to shape a narrative of triumph, dusting off the ill effects of the COVID-19 pandemic and looking at an ambitious roadmap, reflecting local resilience and thrusting for national prosperity.
“We are focused on making sure that the progress is felt by all Batangueños down to the grassroots level,” Batangas Governor Hermilando “Dodo” Mandanas told the Inquirer. “Batangueños are naturally hardworking, smart, and courageous people, so everyone is stepping up and exerting more effort so no one is left behind.”
The past three years have been a crucible for Batangas, facing challenges such as the Taal Volcano eruption and the relentless impact of the COVID-19 pandemic. Mandanas, acknowledging the province’s unwavering spirit, remarked, “Each and every time, the province has managed to survive it all. Now, it’s time to thrive once more.”
Batangas proudly wears the mantle of being the de facto energy center of the Philippines. Its electric power plants, operating at a staggering 5,375 MW, surpass the combined energy needs of Metro Manila. Utilizing a diverse range of energy sources, from natural gas to geothermal steam, the province stands as a powerhouse poised for the future.
A pivotal moment awaits Batangas with the impending completion of a liquefied natural gas (LNG) terminal, a private-led initiative by First Gen Corp.
“This project will help ensure the energy security of the Luzon grid and the whole country,” Mandanas said, emphasizing the significance of the project not just for the province but the whole region.
Gateway to prosperity
Batangas has been recognized as the Agri-Industrial Gateway, anchoring the food supply chain for half of the Philippines. Construction is underway for the Food Terminal and Food Port, promising a robust infrastructure that will support cold storage, grain handling facilities, and various food processing endeavors.
The province is set to redefine regional connectivity through the ASEAN Batangas Access Zone (ABA Zone). Spanning 100 hectares, this ambitious development aims to link superports across Southeast Asia, fostering economic growth through public-private partnerships and regional development. Mandanas envisions the ABA Zone as a catalyst for job creation, efficient supply chains, and the alleviation of congestion in Metro Manila.
“The ABA Zone will spur economic growth in the CALABARZON region and is sure to generate thousands of jobs for years to come. It will increase the efficiency of supply chains, promote food security, and decongest cargo and vehicle traffic in Metro Manila,” the governor said.
Bridging connections
Batangas holds a prominent position in the realm of communication, boasting 70 percent of the country’s landing stations. The ongoing deployment of fiber optics, the construction of telco towers, and improvements in electric power transmission infrastructure signal a commitment to seamless connectivity.
The revival of the Philippine National Railroad, covering 58 kilometers, is a strategic move to enhance logistics in the province and neighboring regions. This railway revival will link the Batangas International Port to the South Luzon Line, opening up new avenues for transportation and trade.
Mandanas also takes pride in Batangas’ scholarship program, a lifeline for more than 70,000 students over the past five years. With an additional P300 million injected into the scholarship fund, Batangas is investing in the intellectual capital that will propel the province into the future.
The healthcare sector is not left behind, with a substantial budget increase earmarked for medical assistance. The “Libreng Pagamot” program, backed by a P500 million allocation, exemplifies Batangas’ commitment to the health and well-being of its citizens.

Even as Batangas celebrates its remarkable journey, Mandanas acknowledges the challenges that lie ahead. Balancing national and local governance, navigating the intricacies of progress, and meeting the evolving needs of the people are ongoing endeavors. The governor underscores the importance of facing challenges head-on, stepping up efforts, and maintaining faith in the resilience and capability of the people.
Mandanas said: “As we celebrate our 442nd founding anniversary, our focus is to achieve long-lasting prosperity for the people of Batangas and the Filipino people. With faith in God and the ability of our people, I am confident that there are no challenges that we cannot overcome. We will do things better, more, sooner because that’s the kind of public service Batangueños deserve.”
