A momentous collaboration unfolded on November 14, 2023, at Cargohaus in Bgy. Vitalez, NAIA Complex, Parañaque City, as UBE Express Chairman Alberto D. Lina and Office of Civil Defense (OCD) Usec. Ariel Nepomuceno formalized a significant partnership. The Memorandum of Agreement (MOA) signed during the ceremony introduces the innovative Rapid Radio Support Vehicle, marking a revolutionary step forward in disaster response capabilities.

The Rapid Radio Support Vehicle is poised to play a pivotal role in supporting the Emergency Operations Center (EOC) and Incident Command Post (ICP) of the Office of Civil Defense during disaster response operations. With a limitless line of communication, this state-of-the-art vehicle ensures seamless connectivity for first responders in critical situations.

UBE Express President Dr. Garrie David took the stage as the keynote speaker, demonstrating the interoperability of Very High Frequency (VHF), Ultra High Frequency (UHF) and High Frequency (HF) Radios with the Rapid Radio Support Vehicle. This groundbreaking technology allows for the transmission and reception of messages, even across different radio frequencies, ensuring that communication remains uninterrupted in the most challenging circumstances.

The signing ceremony brought together distinguished guests, including Rudy G. Fulo, President of Cargohaus; Alma Rias, President of GO21; OCD Asec. Hernando Caraig Jr., Deputy Administrator for Operations; OCD Asec. Markus Lacanilao; OCD Dir. Cesar Idio, Director of Operations Service; and OCD Atty. Randy Vizconde.

This strategic partnership not only marks a significant step forward in revolutionizing disaster response strategies but also emphasizes the dedication of UBE Express, Inc. and Office of Civil Defense to the safety and well-being of the Filipino community.

On November 8, 2013, Typhoon Yolanda wreaked havoc in Tacloban, leaving devastation in its wake. The aftermath was a testament to the resilience of the Filipino spirit, but it also highlighted the critical need for effective communication and support during such disasters.

Responding to an urgent call, Chairman Alberto D. Lina initiated a compassionate endeavor to deploy Dr. Garrie David and a dedicated team to Tacloban on November 10, 2013. Beyond setting up radio communication support, in collaboration with the Local Government Unit (LGU) of Tacloban and the Department of Social Welfare and Development (DSWD), Dr. Garrie’s team played a pivotal role in delivering relief goods and providing portable toilets to the typhoon victims. This initiative stands as a testament to the enduring commitment not only to technological advancement but, more importantly, to the compassionate spirit that binds us all.
