DOE issues notice of auction for 11,600-MW renewable energy capacity
MANILA -The Department of Energy (DOE) has issued the notice of auction for 11, 600 megawatts (MW) of renewable energy capacity under the second round of its Green Energy Auction (GEA-2) program.
The said capacity will have to be installed from 2024 to 2026.
In a statement on Tuesday, the DOE said the notice of auction was issued on March 27 and the bidding’s terms of reference (TOR) will be released 20 days after. It said the contracts will be awarded in June.
“While the GEA-2 is expected to encourage more investments in power generation, it further pursues to promote the growth of renewable energy (RE) as one of the country’s primary sources of energy,” it said.
“(This will be done) by facilitating transparent and competitive selection of RE facilities to support the major goal of the government of attaining energy security through the entry of new capacities in the grid,” the DOE added.
The government introduced the GEA program last year to provide an additional market for clean energy in the Philippines through competitive electronic bidding of renewable energy capacities.
Article continues after this advertisementFor GEA-2, qualified suppliers must be able to deliver 3,600 MW by next year, another 3,600 MW by 2025, and 4,400 MW by 2026.

A total of 7,715 MW of renewable energy capacity will be auctioned off in Luzon, 2,695 MW in Visayas, and 1,190 MW in Mindanao.
These will be sourced from ground-mounted solar, roof-mounted solar, floating solar, onshore wind and biomass facilities.
Run-of-river (ROR) hydro, however, will be excluded in the second round, the DOE said, to allow the agency to revisit the data and status of ongoing projects.
This will “enable the determination of the auction capacities for the succeeding GEAP rounds, the earliest of which is by the fourth quarter of this year.”
According to the DOE, 177.217 MW of ROR hydro projects remained unsubscribed in February. The installation target was set at 350 MW.
In 2022, the DOE auctioned off 2,000 MW under the first round of GEA, awarding 19 contracts to various developers.
Solar Philippines Commercial Rooftop Projects Inc. was among the firms that won the most capacities, with a total of 770 MW awarded for three solar projects.
