PPP Center pipeline gets boost from LGU projects
The Public-Private Partnership (PPP) Center said its project pipeline swelled with more local government deals.
In a recent statement, the PPP Center said it added five new projects worth about P22.9 billion.
These were the Tourism Infrastructure and Enterprise Zone Authority Clark Tourism Enterprise Zone, San Pablo City Water District Septage Management, General Santos Sanitary Landfill, Metro Cebu Expressway and the operations and maintenance of Pasig City Hemodialysis Center.
Among these, the San Pablo Water project, which started last June, was moving forward after three bidders submitted documents to qualify for the project.
Another local government unit (LGU) project was the Iloilo City Slaughterhouse, whose bid invite was published last September.
Iloilo City aims to tap the private sector for the rehabilitation, operation and maintenance of the facility to increase production capacity and secure accreditation.
Moreover, the competitive challenge for the Tuguegarao City Septage Management project was “nearing completion,” the PPP Center said.
The unsolicited bid involves the financing, design, construction, development and operation of Tuguegarao City’s septage management system and related infrastructure.
The PPP Center explained its local PPP strategy was in line with the devolution of certain functions of the executive branch to local governments under Executive Order No. 138.
Overall, the PPP Center pipeline now spans 63 projects worth an estimated P7.24 trillion.
Another 183 projects worth P2.3 trillion are under implementation, it said.
Meanwhile, the agency will pursue amendments to the 2012 implementing rules and regulations (IRR) of the Build Operate Transfer (BOT) law, which governs PPPs.
“The amendment will facilitate the development of well-structured PPPs that deliver high-quality services to the people. Stakeholder consultations will be conducted in January 2022,” said the PPP Center, acting as Secretariat of the BOT Law IRR Committee. INQ
