The state-owned Bases Conversion and Development Authority (BCDA) has launched a Swiss challenge for a proposed P12-billion luxury mountain resort in New Clark City.
BCDA said in a statement that it has published a notice on June 27 inviting interested companies to participate in a competitive challenge for the long-term lease of a 450-hectare parcel of New Clark City for the resort development.
The unsolicited proposal for the luxury resort was submitted to BCDA by Widus Philippines Inc.
Unsolicited proposals are subject to a Swiss challenge, allowing competing bids from private groups but also giving the original proponent the right to submit a counter-proposal.
“The unsolicited proposal includes a phase one development of the property comprising one 5-star luxury hotel managed by an international hotel brand, one 18-hole championship golf course and one clubhouse,” BCDA said.
Interested proponents may participate in the competitive challenge by purchasing the Terms of Reference (TOR) starting June 28 for a nonrefundable fee of P300,000.
A prebid conference shall be held on July 11, while the submission of the eligibility documents and financial proposal will be on Aug. 8.
New Clark City, a 9,450-hectare area 100 kilometers north of Metro Manila, is envisioned to be the first smart, green and sustainable metropolis in the country. Located within the special economic zone, the city is envisioned to be a disaster-resilient metropolis where nature, lifestyle, business, education and industries converge.
BCDA said the project, previously known as Clark Green City during the Aquino administration, was expected to help attract investments, generate more jobs, boost the economy and sustain inclusive growth.
The city will have residential, commercial, agro-industrial, institutional and information technology developments as well as wide pedestrian lanes, exclusive bicycle lanes and an integrated mass transit lane.
Clark, a former US military base, is being touted as the next investment center in Asia as the government builds a metropolis and expands the airport with the creation of a new terminal, both within the Clark Freeport and Special Economic Zone.
