House resolution seeks probe into Meralco’s bill deposit program

The House Makabayan bloc filed on Tuesday House Resolution No. 1899 directing the committee on energy to investigate the bill deposit program of the Manila Electric Company (Meralco).

Bayan Muna Rep. Carlos Zarate, ACT-Teachers Reps. Antonio Tinio and France Castro, Gabriela Reps. Emmi de Jesus and Arlene Brosas, Anakpawis Rep. Ariel Casilao, and Kabataan Rep. Sarah Elago filed the resolution.

“The recent increase in the MERALCO Customer Bill Deposit, which was complained of by several consumers, is arbitrary and prejudicial considering that it did not go through a proper public consultation,” the resolution reads.

The lawmakers also urged the Energy Regulatory Commission (ERC) to direct Meralco to “implement a full refund of the bill deposit to those who qualify for such refund under the Magna Carta for Residential Electricity Consumers.”

But Meralco spokesperson Joe Zaldarriaga earlier said the bill deposit charge was an obligation of consumers as mandated under the Magna Carta for Residential Electricity Consumers.

He also said the proceeds of the charge goes not just to the power firm but also to other electricity cooperatives and distribution utilities.

Zaldarriaga issued the statement amid complaints of some customers about their increased monthly billing because of the deposit.

Among those who complained was Renato Reyes, secretary general of Bagong Alyansang Makabayan (Bayan). He said he was surprised to find out about the bill deposit charge, amounting to P2,472.83, in his latest electric bill.

A bill deposit is an amount required from all customers of all distribution utilities as a guarantee for payment of electric bills, similar to the advance deposit made by a tenant who rents an office or a residence. /atm
