MANILA — Being eyed by the Duterte administration to head the Public-Private Partnership (PPP) Center is “operational excellence practitioner” Ferdinand “Boyet” Pecson, according to Philippine Daily Inquirer sources.
A source familiar with the matter said on late Friday that Pecson’s appointment papers have been submitted to the Office of the President.
Another source said the PPP Center was still awaiting Pecson’s official appointment, as of Friday.
A source noted that Pecson graduated with a mechanical engineering degree from the University of the Philippines (UP) in 1981, after which he obtained a Master of Business Administration degree at Northwestern University-Kellogg School of Management in 2000.
He has a PhD in Energy Engineering from UP, his LinkedIn account showed.
Pecson was also an associate professor at UP’s department of mechanical engineering from 1988 to 1992.
He had previously worked at PHINMA Inc., Solid Cement Corp., Bacnotan Consolidated Industries Inc., PricewaterhouseCoopers LLP, Deere & Co., and was vice president at Holcim Philippines from 2002 to 2008.
Among the last private sector posts he held were at FLSmidth, a “leading supplier of equipment, services and expertise to the minerals and cement industries,” including as country manager in Egypt at the height of the “Arab Spring” revolution. SFM
