Anda Power’s plant hooking up to grid

Anda Power Corp. is set to build a dedicated connection line between its 82-megawatt (MW) coal-fired power plant in Mabalacat, Pampanga, to the 69-kV Clark Line 2 transmission line of National Grid Corp. of the Philippines (NGCP) for P128.4 million.

The Energy Regulatory Commission (ERC) approved Anda’s application to put up the connection asset on the condition that NGCP would operate and maintain the dedicated point-to-point transmission facilities, subject to applicable charges.

In its decision, the regulator said the facilities should be developed and constructed in accordance with the System Impact Study (SIS) requirements and Facility Study (FS) requirements to minimize the chances that it would interfere with or result in the degradation of NGCP’s transmission system.

ERC also said transmission asset should be used exclusively by the generating facility.

However, “in the event that any portion thereof will be required for competitive purposes or to connect any other user, ownership of the subject asset shall be transferred to Transco/NGCP (National Transmission Corp./NGCP),” the ERC said.

In its application with the ERC, Anda proposed to connect a seven-kilometer dedicated transmission line and related facilities from its 82-MW coal-fired power plant to the Tower 64 of NGCP’s 69 kV-Clark Line 2 Transmission Line. For that, Anda needs the seven-kilometer transmission line with grid-scale specifications, specialized equipment, and a switchyard near the connection point.

The total cost of the facilities was estimated at almost P128.4 million, Anda said.
