DMCI unit moves closer to Calapan plant deal
DMCI Power Corp. has emerged as the lone qualified bidder for the construction, operation and maintenance of a 15-MW diesel power plant in Oriental Mindoro of the Oriental Mindoro Electric Cooperative Inc. (Ormeco).
In a letter to DMCI Holdings Inc. corporate information officer Herbert M. Consunji, Ormeco corporate secretary and legal counsel Francis Allan A. Rubio said the facility would provide reliable and sustainable power supply in the province.
Three bidders filed tender documents for the auction: Sta. Clara Power Corp., Mindoro Grid Corp. and DMCI Power Corp. Sta. Clara Power and Mindoro Grid were disqualified for “deficiencies” in their respective bid documentary submissions, Rubio said.
DMCI Power was declared as the lone qualified bidder, which is still subject to the results of the post-qualification evaluation, Rubio said.
“After the post-qualification evaluation, Ormeco will award the construction, operation and maintenance of the 15-MW bunker-fired diesel power plant, and the corresponding electricity supply contract (ESA),” Rubio said.
Sta. Clara Power and Mindoro Grid have both filed motions for reconsideration of their bids. They were directed to submit separate position papers formalizing their objections and motions.
Article continues after this advertisement“Notwithstanding, the SBAC (special bids and awards committee) proceeded to open the second envelope containing the commercial bid form of DMCI Power Corp., being the lone qualified bidder,” Rubio said in the letter to Consunji.
Article continues after this advertisementIn a disclosure to the Philippine Stock Exchange, DMCI Power said the selection process for the bunker-fired power facility in Calapan, Oriental Mindoro was held late last month.
The selection process was presided by the Ormeco SBAC, headed by chair Luzmin D. Biason and the technical working group (TWG) led by Ormeco counsel Gregorio Bobos.
