PSALM opens bid for P467-M coal contract

POWER Sector Assets and Liabilities Management Corp. is seeking offers for the supply and delivery of $11.4 million (roughly P467 million) worth of imported steaming coal for the thermal power plants in Naga, Cebu.

In a notice, PSALM said the two thermal power plants at the Naga complex would need 88,000 metric tons of coal to generate 106.8 megawatts for the Visayas grid.

According to PSALM, interested bidders may already purchase bidding documents for P50,000 at its office.

PSALM has scheduled a pre-bid conference on April 10, to allow prospective bidders to thresh out any issues regarding the contract. The bidding proper is slated on April 23.

Bidding will be conducted through open competitive bidding procedures using a nondiscretionary “pass/fail” criterion as specified in Republic Act 9184, or the “Government Procurement Reform Act.”

Bidding is restricted to Filipino citizens/sole proprietorships, organizations with at least 60 percent interest or outstanding capital stock belonging to citizens of the Philippines, and to citizens or organizations of a country the laws or regulations of which grant similar rights or privileges to Filipino citizens.
