Marcos vows faster delivery of gov’t services, response to healthcare

MANILA, Philippines — President Ferdinand Marcos Jr. has committed to boosting the government’s capabilities in delivering its services from disaster response to public healthcare by improving resource allocation.

Marcos made the pronouncement during the ceremonial endorsement of the Public Financial Management (PFM) Reforms Roadmap 2024-2028, which aims to improve the government’s allocation of resources, in Malacañan Palace on Tuesday.

According to Marcos, the PFM roadmap gives the government a “clear mandate of ensuring that the money entrusted to us by the people serves a purpose that truly matters, that will make a difference.”

“It is about swift, efficient disaster relief and response actions so that no community is left behind when disasters strike. It is about better public healthcare access, ensuring that medical costs do not become yet another burden for our citizens. It is about expanding social services, creating not just a safety net, but opportunities for every Filipino to succeed, no matter their circumstances may be,” Marcos said in his speech.

Budget Secretary Amenah Pangandaman in a separate statement explained that the roadmap would serve as a guide to synchronize planning and budgeting linkages at all levels of government to ensure alignment of priorities, streamline cash management policies, and standardize internal auditing guidance.

Pangandaman said the roadmap seeks to address the following core strategic focus areas:

  • Planning and Budgeting Linkage
  • Cash Management
  • Public Asset Management
  • Accounting and Auditing
  • PFM Capacity Development
  • Digital PFM
  • PFM Policy and Legal Framework
  • Public Procurement
  • Disaster Risk Reduction and Management
  • PFM for Local Government Units
  • Monitoring and Evaluation for Public Expenditure

The PFM Reform Roadmap was developed under Executive Order No. 29 issued by Marcos last June 2023.
