The Seal is a mark that distinguishes legitimate MLM and direct selling (DS) companies from fly-by-night scams and pyramiding schemes.

Under DAO 21-09, as amended, companies engaged in legitimate MLM and DS companies may be granted the Seal that will serve as a mark distinguishing them from those with questionable practices. With the Seal, the DTI hopes to protect the public from becoming victims of companies employing a chain of distribution plans or pyramiding scams that are prohibited under Article 53 of Republic Act No. 7394 (RS 7394) otherwise known as the Consumer Act of the Philippines. Further, to guide the public in choosing the MLM and DS companies they will engage with and to boost their confidence.

Companies that apply for the Seal shall undergo the evaluation process by the Seal of Legitimacy Evaluation Committee chaired by the Director of the DTI – Consumer Affairs and Advocacy Bureau (CAAB).

Interested MLM and DS companies may submit their application together with the requirements to the CAAB.
