The Philippine National Railways (PNR) is pursuing a negotiated deal to secure the air rights over its train tracks in Metro Manila currently owned and being sold by the state-run Home Guaranty Corp. (HGC).

The Metro Pacific and Ayala groups have formed an “exclusive” alliance to pursue and develop light railway transit (LRT) projects in greater Metro Manila, beginning with the ones included in the government’s public-private partnership (PPP) framework.
