CEBU CITY South District?s Rep. Tomas Osmeña has a new bone to pick with Mayor Michael Rama.

Osmeña fumed over the mayor?s reported replacement of security chief Christian Hembra at the South Road Properties (SRP) by a midwife named Laurence Balungcas.

?What are they thinking? My security personnel is now suffering from low morale ... a security consultant will issue a memo designating a midwife to handle the unit?? Osmeña said.

Osmeña referred to City Hall Security Consultant Romeo Cordova who supposedly recommended Balungcas to replace Hembra.

Cordova also heads the Police Coordinating and Advisory Council (PCAC).

Cordova, who denied Osmeña?s claim, said he would be the one to replace Hembra, not Balungcas.

As chief of City Hall's security unit, Cordova said the SRP is part of his responsibility.

Meanwhile, the congressman said he believed Balungcas's appointment was an act of political vendetta on Rama's part after Osmeña frequent criticism against his administration.

Osmeña said Hembra is doing a good job at the SRP.

?You can?t see any graffiti in SRP during his time. Now, the multibillion investment that is SRP is being secured by a midwife? What's his weapon- tsupon (a pacifier)?? Osmeña said.

Cordova, a City Hall consultant, he was also ordered by Mayor Rama to look into the complaints that the patrol cars of SRP are driven by civilians who are making apprehensions without the presence of an a police officer.

?There was a request from the management from the SRP they want to hire blue guards in the area. But since acquiring blue guards would involve bidding, I decided to just take over the security matters there myself,? Cordova said.
