Gov’t urged to junk P60B LRT-1 extension project

MANILA, Philippines—A Filipino entrepreneur is urging the Department of Transportation and Communications (DOTC) to drop plans to spend P60 billion to extend the LRT line 1 to Cavite.

Instead, the government should consider building a bus rapid transit (BRT) line, which would cost only P30 billion, said inventor Francis Yuseco Jr., holder of patents on mass transport technology.

Yuseco said a well-organized bus system that would run on a set schedule on a dedicated stretch of road would be faster to implement and cheaper to run than a train line.

“Why are we insisting on another LRT system when we can barely afford it?” Yuseco said in a recent interview.

The government plans to extend the existing LRT line 1 train line from Baclaran, Pasay to Bacoor, Cavite. The bidding for the project was set for January next year.

The project will be implemented in two phases. The first phase, worth P30 billion, covers the civil works and electromechanical component which will be funded by the private sector. The second phase involves the acquisition of new trains, which will be funded by the government.

Yuseco said a BRT system could link to the existing LRT line and use the alignment planned for the Cavite extension. “This project was originally proposed for Edsa, but the government opted to go with the MRT (Metro Rail Transit),” he said.

“That financial fiasco is being absorbed by the government,” Yuseco said, referring to the P7 billion in subsidy that taxpayers foot to keep the MRT running.

Yuseco said the BRT system was initially dismissed as an unproven technology. “But when the government found out a similar system being used in Curitiba Brazil, we suddenly want a BRT line,” Yuseco said.

The government has plans to build a BRT line for Cebu City, which would have 176 buses and would run from Bulacao to Talamban, with a link to the booming South Road Property area. About 330,000 passengers are expected to use the BRT line every day.

The Cebu BRT will have 33 stations with buses passing each station every two to five minutes.

    PH needs efficient mass transport system, it should also be integrated with  seaport and airports like in other countries. the proposed BRT may be costly in the long run since price of diesel doubles every ten years. to be more efficient, it should be operated like a tramline and be connected to electric line. Secondly, there is a need to attend to frequent road traffic. the elevated LRT1 will have an advantage over the BRT which runs on level road. Thirdly, buses often involve in traffic jams and accidents. Lastly, LRT stations attract more businesses which means more jobs opportunities.

    The road to Cavite is static and cannot be widen. With so many travellers from Cavite, including numerous private vehicles, the traffic is unbearable. Extension of LRT-1 will surely benefit all commuters going to and from Cavite.

    transport systems should be integrated. the brt can work in cebu since it’s not as chaotic there compared to manila. the problem in manila/ ncr is that the transportation systems do not complement one another. there is no rational plan for public transport. we just keep on plugging the problems with solutions that are not part of a more lasting plan to solve these problems.

    When they were building the LRT-1 in the early 80s there were groups resisting the project, imagine if the govt did listen to them. if LRT does not operate for a day, imagine the chaos it creates on the street.

    Dapat ituloy ang LRT-1 to cavite and perhaps even farther to Batangas!! Extend to Valenzuela/Bulacan to the north! It is already a time proven system, safe, on-time, reliable!!

    I wont be surprised if this yeseco guy has business interests in this BRT proposal..

    This is where the colorums can be redeployed. Many would want to invest in transportation. So give them a chance to get legal in their trade by giving more routes to cover instead of concentrating in overcrowded highways. It will cost less to government but provide more business to more people with capital at their disposal. Government’s 60b money could do many things if spent in the Visayas and Mindanao especially in the agriculture sector. Good proposal indeed.
