Mindanao power shortfall goes from bad to worse

210-MW plant to undergo vital maintenance work

Power consumers in Mindanao will have to brace themselves for a more severe power shortfall starting this month when the 210-megawatt coal-fired power plant of Steag State Power Inc. in Misamis Oriental undergoes preventive maintenance.

In an e-mail to reporters, Steag communications officer Jerome R. Soldevilla said the 105-MW Unit 1 will be shut down from October 6 to November 4 this year, while the 105-MW Unit 2 will be closed for repairs from October 29 to November 10. This means that maintenance work on the two power units will coincide for roughly one week.

“Carrying out the maintenance work as planned … will bring in long-term benefits for Mindanao power consumers in terms of the power plant’s operational reliability,” Soldevilla explained.

This is the first time Steag State Power will undertake extended repair work since the facility started operating in November 2006, he added.

Maintenance work on the power plant was recommended by the Mindanao Grid Operations and Maintenance Planning Group composed of National Grid Corp. of the Philippines (NGCP), the National Power Corp. and its Independent Power Producers (IPPs), Soldevilla said.

“The timing takes into consideration the power plant’s operations and maintenance guidelines, as well as the projected electricity demand-supply condition of Mindanao during the period. The overarching goal is to minimize the possible adverse impact of power supply shortfall on the island,” he explained.

The shutdown may further worsen the already precarious power supply situation in Mindanao, which continues to register supply shortages since late last year. As of Tuesday, the supply deficit stood at 173 MW, according to data from the National Grid Corp. of the Philippines.

In a phone interview, NGCP spokesperson Cynthia Alabanza admitted that the Mindanao grid has no enough reserves and cannot replace the capacity that will be lost once the coal plant shuts down.

The reality is that the situation has not changed, Alabanza said. No new capacity has come in to augment the power supply in Mindanao.

But in a separate phone interview, Energy Undersecretary Josefina Asirit downplayed the shutdown of the Mindanao coal plant, noting that outages may only last roughly two hours or even less during peak hours, and only in certain areas.

Asirit explained that the Department of Energy (DoE) would strictly limit the power load that distribution firms could withdraw from the grid.

She also said that the energy department may be able to maximize the capacity to be generated by the large hydropower plants—the Agus and Pulangi facilities.

The DoE is also expecting private companies and utilities to use their own facilities (i.e., diesel plants) to address their respective power demands.

    Here it is. Mindanao is growing but the power sector is not much comparatively. Still  it needs improvement.

    According to a “friend’, the problem has 2 faces. 

    1st face:   The increasing power needs and the not-so-increasing-power-suppliers. This can be remedied by the government alone, if only they will focus on this with much scrutiny. The government should not perfectly rely on the current electric handlers of mindanao even if they are government employees because they maybe part of the 2nd face.

    2nd face: Rich investors saw this power shortages as a rich opportunity to invest and privatized the sector. And they are doing under the table jobs to the old retiring government officials just to make it happen while doing their best to make the situation worst so as to push their private agenda.

    Pinoy, know your workers and you may fire them. They are reacting slowly as if staged.

    At any rate I have to be ready for this crisis. I will buy a small generator set here in Saudi to be used at home in Mindanao during power outages. Can’t depend too much on power supply in the region. It is so surprising though that Mindanao has all the resources to generate electricity but why the government cannot do something to tap these resources.

    These are
    all staged.

    They will do
    everything to pursue the sale of AGUS dams to Private Power Producers. AGUS
    dams are series of  hydro dams built by
    NAPOCOR along Agus River ( from Marawi to Iligan City). These are all Hydro
    Power  Plants , a power sourced from WATER
    ( which is a natural resources owned by the estate). The last dam is in Iligan City
    which include tourist spot Maria Cristina falls within its complex.

    To cut
    short, Private Power Producers are salivating for these dams (Agus 1to 8, I think
    2 dams were not built due to ROW issues with the muslims in Marawi) .

    So why are
    they salivating? Because, it’s “ Tubong Lugaw” the government already spent
    billion for construction of these dams. To upgrade and maintain the dams are  very small percentage compare to huge overall structure
    cost. That why , I was appalled by the statement of PSALM President  supporting the sale of these dams. PSALM sound
    religious, but they are not…they are the opposite. PSALM another government
    company created under EPIRA Law  to sell
    the assets of NAPOCOR.

    The FACT is:
    Why are they insisting simultaneously repairs.,..pwede naman differed ang isa
    nya para di magsabay. Intentionally to create a further shortage of
    electricity. According to them these are planned. So if planned, where the alternative replacement or source? We are being fooled, point blank by these Private Power Producers.
    And the government DOE, NAPOCOR $upporting these Private Electric Producers.  National Grid 
    Corporation of the Philippines (NGCP formerly TRANSCO) is a PRIVATE
    COMPANY, yet they are the one dictating the government ( Yes, for the sake of
    argument, that’s  was mandated to them
    under EPIRA Law). A law that requires amendment.

    Well, sooner
    or later they ( the Private Power GREED) will acquire the AGUS dam at the
    expense of the people in Mindanao. That’s their BILLION DOLLAR GOAL. There’r
    already a lot of precedence, Ambuklao, Binga in Benguet, Caliraya in Laguna as
    an examples.

    POOR
    Pilipino people, they continue to exploit our ignorance.
