Tetangco among central bank heads hailed by finance magazine

MANILA, Philippines–The international business magazine Global Finance has named Governor Amando Tetangco Jr. of the Bangko Sentral ng Pilipinas one of the world’s best central bankers for 2012.

Global Finance again gave Tetangco a grade of “A” for his leadership of the Philippine central bank, which is a key agency in steering the country’s economy. The magazine gave Tetangco an “A” in 2011.

Besides Tetangco, five other central bank heads were given an “A” this year: Australia’s Glenn Stevens, Canada’s Mark Carney, Israel’s Stanley Fischer, Malaysia’s Zeti Akhtar Aziz, and Taiwan’s Fai-Nan Perng.

US Federal Reserve Chair Ben Bernanke was given a grade of “B,” an improvement from last year’s “C.”

    Really? I vehemently disagree. I don’t think BSP is doing its job in regulating banks as manifested by series of bank closures.  For one, EIB’s financial statements as of Dec. 2010 showed 30B.  But when it was audited recently by an independent auditor, it was reported that the total value of EIB’s assets was only 12B.  Please note that between Dec. 2010 until the bank closed in April 2012, there was no major disposal of assets or any transaction that would drastically reduce the assets.  Does this mean that EIB intentionally bloated the asset figures in its FS to make it appear that they are still ok?  If this is so, then why was BSP and PDIC not able to detect this anomaly when it conducted its periodic (annual) audit or examination of banks?  Were the examiners bribed? or simply a never mind attitude?  For sure this is a reflection what kind of leader BSP and PDIC have.
