Rules on budget airlines seen to end ‘piso’ fares

Recent government restrictions on the business practices of airlines will spell the end of “piso” fares and other aggressive promo offers that benefit millions of travellers yearly, the country’s budget airlines warned.

In a statement, Gokongwei-led Cebu Pacific said recent resolutions that instituted mandatory ticket refunds and imposed a ban on overbooking of flights were unreasonable. The new rules, it said, would force millions of Filipinos to go back to travelling by buses or ships, which are less convenient and statistically less safe than airlines.

“Piso” fares are the aviation industry’s version of the telecom sector’s “unli” offering, Cebu Pacific said.

The company said airlines were only able to offer cheap promo fares because of the lower costs in other parts of their businesses.

The new rules on overbooking and mandatory refunds were outlined in Civil Aeronautics Board (CAB) resolutions 28 and 29.

The first order banned airlines from overbooking flights—a well-established industry practice in which airlines sell more tickets than there are seats on a plane to account for the expected number of “no-shows.”

Under previous rules, passengers that are bumped off from their flights—in the event that there are fewer “no-shows” than an airline expected—are given refunds and extra compensation.

CAB resolution 29, meanwhile, takes this a step further by forcing airlines to give passengers that do not show up for their flights full refunds.

Cebu Pacific said overbooking and refusal of refunds for errant passengers were “globally accepted airline practices.”

“The CAB resolutions only apply to domestic flights, precisely because international airlines would never accept such restrictions,” Cebu Pacific said.

    There is no such thing as PISO fare!!!  Budget airlines promotions are exaggerated and DECEIVING!

    Yes it is a practice in the airline industry to overbook, however, you don’t just arbitrarily choose who gets bumped off. You ask the passengers who are willing to fly on the next flight available and normally you offer perks like overnight accommodation at a hotel, meals, transportation and even monetary compensation. 

    I remember flying Singapore Airlines where they offered me SGD 300, hotel accommodation at Orchard Road, shuttle between the airport and the hotel, plus food voucher for any meal/amount in any restaurant in Changi Airport, just for me to agree to fly-out the next day if I give up my seat, to make it short, I took the bait, as there was no urgency to fly out.

    this piso fare and other artificial/unusual airline promos destroy competitors like the shipping industry in the short term.  when travellers bought with this greedy tactic by airline company’s, shipping industry lost passengers and so their income forcing them to close some routes. After the airline promo, public will have no alternantive but buy the skyhigh ticket prices from the airlines.  In the long run, PUBLIC is the loser, airline company’s get what they want. . .PROFIT!

    Kung ang practice na ito ay dati nang ginagawa at di lang a CEB at hanggang ngayon ay gawain pa rin ibig sabihin may mga pasaheros na tumatangkilik sa ganitong sistema. Meron naman sigurong ibang airlines na nag-o-offer ng “normal” na serbisyo at presyo as alternative.
    Well, actually, itong budget airlines ang “alternative” way of travelling by air. Kung minsan lang kasi mga promos ay very deceiving kaya nagkakaroon ng problema sa mga ticket buyers. Kaya importante ay usisahing mabuti kung ano ba ang covered ng promo na ito, kung ano ang mga expected na babayaran pa, etc. bago ka mag commit.
    If you do not like the system of budget airlines, go for airlines offering the normal fares and services.

    ang problema dito eh piso nga lang ang pamsahe mo kaso babayaran mo naman ang upuan mo na suppose to be kasama sa ticket. alangan naman na may ticket ka wala ka naman upuan. tapos yung bagahe eh wala nang libre. nung araw meron pa silang 15 kilos na liber ngayon bibilhin muna. nung araw meron pa silang juice at mga nuts na binibiga ngayon bibili ka na. pati insurance bibilhin mo din. suma total halos 10# lang ang binaba ng presyo sa cathay pacific o kaya philipines airline may pagkain kapa at malaki pa ang eroplano. minsan napipilitan ako sumakay sa cebu dahil malapit ang terminal nila sa expressway madali makalabas pati sa airport. pwede pang pumasok sa airport ang maghahatid sayo. tingin ko tama lang na higpitan sila kasi masyado nang greedy ang mga budget airlines. dapat pag na late sila refund din nila pamasahe kasi pag pasahero na late di na nila pasasakayin. bili uli ng ticket.
