Bidding for airport ‘spycam’ deal fails

MANILA, Philippines–The bidding for the P480-million closed circuit television surveillance system at the Ninoy Aquino International Airport, which attracted some 39 firms in September, has failed, further delaying the acquisition of the much-needed spy cameras for the country’s main gateway.

Manila International Airport (MIAA) Authority general manager Jose Angel Honrado said the two winning bidders failed the post-qualification review, which is part of the procedures before the awarding the contract.

“The first bidder was disqualified. The second firm which submitted the second-lowest bid likewise failed the post-qualification review,” Honrado said.

Vicente Guerzon, MIAA assistant general manager for security and emergency services, said both bidders were inadequate in terms of specifications.

“They did not match what we need,” Guerzon said.

The second bidder filed a motion for reconsideration but was denied.

On Oct. 27, the MIAA declared a failure of bidding. It plans to reopen the bidding and publish the invitation to bid this month.
